Prohibits UAS operation in areas designated as off-limits by a commercial airport’s UAS facility map and bans reckless operation that risks serious injury or property damage; exempts FAA-compliant commercial operations.

Makes it a Class A misdemeanor to knowingly direct a laser or other light at an aircraft operator, with a Class D felony upgrade if the disruption threatens passenger or crew safety.

Prohibits equipping UAS with lethal payloads; mandates FAA compliance for business, recreational, and educational uses; restricts law-enforcement UAS searches to warrant or constitutional authorization; requires minimization of non-suspect data collection; and excludes evidence collected in violation from proceedings.
