Bans UAS use to harass individuals, violate restraining orders, or capture images/audio in private settings beyond a person’s reasonable expectation of privacy.

Preempts political subdivisions from enacting or enforcing ordinances regulating unmanned aircraft operations unless expressly authorized by statute.

Makes it unlawful to operate a UAS in a manner that interferes with the official duties of law-enforcement, firefighting, EMS, search-and-rescue, or corrections personnel.

Prohibits state departments (and their contractors) from using unmanned aircraft systems to surveil or gather information on licensed facilities without consent, warrant, or imminent-threat exception.

Allows operation of unmanned aircraft systems for recreational purposes if flown in a manner consistent with federal model-aircraft regulations.
