Permits law enforcement agencies and public bodies to operate unmanned aircraft systems for lawful purposes with written consent or pursuant to regulations.

Makes it an offense to use an unmanned aircraft system to conduct surveillance of, collect data from, or image critical infrastructure or correctional facilities without prior written consent.
