Prohibits intentionally operating unmanned aircraft over private agricultural property without consent; exempts federal, state, and local government entities, law enforcement, public utilities with easements, and FAA‐authorized commercial operations; provides notice exceptions for certain electrical infrastructure work.

Prohibits operation of an unmanned aircraft over critical infrastructure facilities less than 400 feet above ground level or past their fence lines; requires conspicuous signage forbidding flight without site authorization; exempts government, law enforcement, infrastructure owners, and FAA‐authorized operators; establishes civil liability for damages.

Prohibits trespass into airspace within four hundred (400) feet above ground level with intent to conduct surveillance; bans unauthorized installation of recording devices; prohibits photographing or observing individuals where there is a reasonable expectation of privacy; and bans intentional landing on private property without consent.
