Title 53 Pa.C.S.A. § 305 Local Regulation of Unmanned Aircraft ProhibitedEffective: 10/12/2018

Preempts and supersedes any municipal ordinance, resolution, rule, or other enactment regulating the ownership or operation of unmanned aircraft unless a municipality is expressly authorized by statute.

DCNR UAS Use at Designated State Park Flying SitesEffective: 1/1/1970

Restricts drone and UAS operations to designated flying sites within certain state parks: Beltzville, Benjamin Rush, Hillman, Lackawanna, Prompton, and Tuscarora State Parks.

Title 18 Pa.C.S.A. § 3505 Unlawful Use of Unmanned AircraftEffective: 10/12/2018

Makes it unlawful to operate a drone to intentionally or knowingly conduct surveillance of another person in a private place, operate in a manner that places another person in reasonable fear of bodily injury, or to deliver, provide, transmit, or furnish contraband; summary offenses are punishable by a fine up to $300 and up to 90 days imprisonment, and contraband delivery is a second-degree felony.
