Requires annual registration of all unmanned aircraft systems with the Washington State Department of Transportation.

Prohibits launching, landing, or operating any unmanned aircraft on lands or waters of the State Capitol Campus.

Imposes a \$100 civil penalty for failure to register an aircraft, increasing to \$400 if over 180 days late.

Bans the use of unmanned aircraft to spot, locate, pursue, or harass wildlife for hunting or other purposes.

Bars drone and model-aircraft use in areas of reasonable expectation of privacy (e.g., restrooms, locker rooms, residential interiors).

Allows property owners to sue for trespass and recover \$500 in liquidated damages for repeated UAS overflights after notice.
