Requires drone operators to obtain permission from the State Park Superintendent and register prior to flying in any West Virginia state park; map of prohibited areas must be provided.

Establishes felony for equipping a UAS with a deadly weapon or operating it to disrupt manned aircraft, with enhanced penalties.

Prohibits using an unmanned aircraft system to hunt, take, kill, or trap wildlife, including birds, using drones or other UAS.

Makes it unlawful to operate a UAS for unauthorized surveillance, harassment, trespass over targeted facilities, and interference with law enforcement or emergency personnel.
